In line with the planned changes to the law on storing imported crude oil and petroleum products, a network of standby filling stations will be set up in case of a potential supply crisis, Világgazdaság reports. Only consumers who are critical to the functioning of the country will be able to obtain fuel at the filling stations in this network.
The amendment does not affect residential users, only players in the petroleum market. Based on the draft, a sudden and severe reduction in the supply of crude oil or petroleum products to the European Union or a Member State would be considered a serious disruption of supply.
However, the creation of a standby network is about more than just a reduction in the supply of petroleum products. An emergency may also arise where there is enough fuel, but there are obstacles to refueling filling stations. Therefore, in accordance with the definition, a standby filling station is a filling station designated by the government that supplies users ensuring the functioning of the country, in the event of an energy sector incident or coordinated defense action.
An energy sector incident is defined as
- a serious disruption of supply
- a crisis situation in the supply of crude oil and petroleum products
- a significant disruption of the electricity system
- and a crisis situation in the supply of electricity.
A crisis situation in the supply of crude oil and petroleum products would mean a 7% decrease in imports relative to domestic consumption, with domestic demand only being met by drawing on security reserves of crude oil.
This also includes situations where the European Union or the International Energy Agency orders crisis measures, in particular an international decision to release supply.
The draft lists among the costumers ensuring the functioning of the country those organizations that are included in the list of the Act on the Resilience of Critical Organizations.
The government will designate standby filling stations based on the recommendation of the Hungarian Hydrocarbon Stockpiling Association (MSZKSZ). Their list will be specified in a decree. Another decree will list the requirements that the selected filling stations must meet. In the event of coordinated defense activities or energy sector events, the government may order the use of these filling stations, specifying the order in which fuel is to be supplied.
The duration of the order may be set by the government in accordance with the provisions of the law on the coordination of defense and security activities, while the minister may set it for a maximum of 14 days.
Based on the draft, MSZKSZ will participate in the designation of standby filling stations and contribute to the installation and maintenance of standby filling station equipment.
The portal emphasizes that it is likely that the members of the network will be designated from among the filling stations that are more suitable for providing the required level of service. Overall, therefore, meeting the requirements for emergency filling stations will mean more work and additional expenses for a given gas station rather than additional sales opportunities.
This is a system that has been in the works for a long time. With this, Hungary is meeting the expectations of the International Energy Agency regarding preparedness for oil supply crises and complying with similar obligations arising from its EU membership. For security of supply reasons, a similar system has been in place in several EU countries for decades.
