Risks are mounting for Hungarian industry and its reputation as a bridgehead for major Asian investors. The second-instance environmental protection authority has annulled the integrated environmental use permit issued in December 2025 for the plant of the South Korean company Dongwha Electrolyte in the central Hungarian municipality of Sóskút. The decision followed appeals filed by the local municipality and the Sóskút Civil Circle Association.
Gábor Pósfai, Minister of the Interior and the MP representing the area, emphasized on Sunday on his social media page that
while the decision marks the end of the existing permit, it does not automatically result in the permanent closure of the production facility.
Nevertheless, the regulatory requirements are significant. To resume operations, the company must go through a new process with new documentation.
According to the agency’s findings, the first-instance authority had incorrectly assessed the permit requirements for the planned production of 23,500 metric tons of battery electrolyte per year. An operation of this capacity constitutes an activity that is subject to its own environmental impact assessment (EIA). This should not have been combined with the existing permit for the recovery of hazardous waste—in particular, the recovery of the solvent N-methyl-2-pyrrolidone (NMP). In addition to the lack of a separate impact assessment, the regulatory authority cited deficiencies in groundwater protection, wastewater disposal, the plant technology used, and noise and vibration control.
The Sóskút case is not an isolated local incident, but rather part of a noticeable shift in policy by the TISZA government regarding its approach to East Asian industrial investments.
Under the previous government, projects along the electric vehicle value chain often enjoyed the status of initiatives of special economic importance, which expedited procedures and streamlined regulatory reviews.
Meanwhile, major Asian industry players are facing stricter controls and environmental regulations. The billion-dollar flagship plant in Debrecen operated by CATL, the world’s largest Chinese battery manufacturer, has repeatedly faced objections regarding its water and energy consumption as well as potential risks to local groundwater, which have led to stricter monitoring requirements. The Chinese separator film manufacturer Semcorp also faced accusations in Debrecen of inadequate environmental assessments and safety concerns raised by local residents and authorities. During the construction of the first European passenger car plant by the Chinese electric vehicle giant BYD in Szeged, land use, groundwater extraction, and traffic emissions are under close regulatory scrutiny.
This approach represents a balancing act for Hungarian economic policy. In recent years, the country has positioned itself as the most important European hub for the Asian battery and automotive supply industries. Thousands of jobs and significant tax revenues depend on these investments.
In business circles, questions about reliability and predictability are increasingly being raised. For corporations such as Dongwha, CATL, or BYD, retroactively revoked permits, suspended operations, and protracted re-evaluations mean significant financial losses.
If the perception takes hold that the TISZA government or local protests can overturn existing investment commitments, Hungary risks losing its status as a preferred destination for Far Eastern capital to competitors in East-Central Europe.
Hungary’s manufacturing sector is heavily dependent on the automotive and battery industries. Delays at supplier plants such as Dongwha directly impact downstream battery and vehicle assembly operations. Production halts and regulatory requirements are immediately reflected in declining industrial output figures and subdued export figures.
The coming months should reveal whether the new process in Sóskút succeeds as a constructive improvement in line with strict European environmental standards—or whether it is interpreted as a signal to investors from China and South Korea to pursue future expansion plans outside of Hungary.
