An article published by RIA Novosti raises the possibility—without any solid evidence—that Rosatom might withdraw from Paks II, Hungary’s most important nuclear power plant expansion project. The article does not substantiate this scenario, but rather recalls Hungary’s longstanding commitment to nuclear energy—dating back to before the Viktor Orbán governments—and outlines the original rationale for the Paks II project: replacing aging capacity with two new reactor units.
The piece emphasizes Rosatom’s track record as a reliable technical partner, detailing its role and capabilities in international nuclear construction. Yet its central question is political rather than technical: whether the future government led by Péter Magyar would continue the project.
The prime minister-elect’s public statements have been notably ambiguous. In a widely cited interview on ATV, he suggested that “the expansion of Paks II can no longer be stopped” and stressed the importance of maintaining pragmatic relations with Russia. Days later, however, he struck a more critical tone, pointing to cost overruns, raising the possibility of contract reviews and renegotiations, and even leaving open the option of termination should financial terms prove unfavorable.
These mixed signals highlight a tension at the heart of the debate. While he acknowledges the project’s apparent irreversibility, his scrutiny of its financing suggests a willingness to revisit key assumptions.
The original €12.5 billion budget—set more than a decade ago—remains broadly in line with comparable international nuclear projects, though inflation, supply chain disruptions, and regulatory changes may now be placing it under strain.
Questions over pricing and procurement are likely to intensify. Péter Magyar has alluded to “inflated” costs but has not identified specific contractors or suppliers. The project’s structure is complex: its main contractor, Atomstroyexport, oversees delivery, while core components are produced within Rosatom’s industrial network. Construction and installation are led by Titan-2. Key European suppliers also play a role, including Framatome, responsible for control systems, and Alstom, which is manufacturing turbine equipment.
Hungarian firms have also been deeply involved, particularly in early-stage works such as earthmoving and infrastructure development. Companies including Duna Aszfalt, Bayer Construct, Euroil, and Mavir have secured contracts, reflecting the project’s domestic economic footprint.
However, as Világgazdaság points out, full financial transparency has been limited by confidentiality clauses, meaning that Péter Magyar could not have had a full picture of the project as a whole, partly because the financial details were confidential. That could change if he assumes office.
Both he and Rosatom head Alexey Likhachev have previously signaled openness to negotiations, suggesting that a political transition would not necessarily trigger a rupture but could lead to revised terms.
On the ground, construction continues. Work on Unit 5—currently focused on concrete pouring and excavation—remains on schedule. Recent reports indicate that permits for several subprojects have been extended through the end of 2036, underscoring the long-term planning horizon.
For now, speculation about Rosatom’s withdrawal appears to rest more on political uncertainty than on operational realities. The future of Paks II will likely hinge less on technical feasibility than on how Hungary’s next government balances financial scrutiny, energy security, and geopolitical alignment.
