“The number of childhood accidents caused by electric scooters has risen so significantly that I have never seen anything like it in my 25-year career,” said Dr. Róbert Kőnig, a pediatric surgeon and traumatologist at St. John’s Hospital, whom the Hungarian portal Index asked about the growing number of scooter-related injuries he sees in the operating room.
A young boy who has been in a coma for a month and a half at the Dr. Jenő Manninger Trauma Center, the fatal accident in Gödöllő, and the latest injuries from this past weekend all point to the same trend: e-scooters have exploded into everyday life, while regulations have failed to keep pace. According to the expert, they should not be banned, but regulated—yet given the trends of recent years, it has occurred to him and others that the regulations outlined in the planned new Highway Code should be tightened.

Regarding his observations from the growing number of scooter accidents in his own practice, Róbert Kőnig told the portal: electric scooters have exploded onto the scene, and this is no longer just a problem for big cities. He is working on a project with the Institute of Transportation Sciences regarding the safe use of micromobility devices, and they have observed that these vehicles have become fashionable even in small towns and villages. In many cases, minors are speeding down sidewalks on very powerful e-scooters.
The number of childhood accidents has increased to such an extent due to electric scooters that I have never seen anything like it in my entire career,”
he told Index.

The publication asked why electric scooters, in particular, cause so many serious injuries—after all, bicycles are not exactly safe either. However, the scooter’s physical characteristics play a major role: the wheels are small relative to the scooter’s speed, thus a pebble, a pothole, or a curb can easily throw the rider off balance. There is no protective gear on the scooter, but the speed acts as kinetic energy on the rider, which multiplies the severity of falls.
The riding position also contributes to injury risk: since riders stand upright while using them, the inertia is greater than, for instance, when sitting in a bicycle saddle. This is also where the pattern of injuries stems from—the most common are head and neck injuries, followed by limb and abdominal injuries. The latter are typically caused by the handlebars turning inward during a fall and striking the rider’s abdomen with great force, much like a spear.
According to the pediatric surgeon, the combination of the handlebars and kinetic energy alone is severe enough to cause injuries that can be fatal or result in lifelong problems. In the case of children, he particularly emphasized the significance of upper and lower limb fractures: in a growing body, these can have serious long-term consequences. When asked how much it helps if a child voluntarily wears a helmet, elbow pads, and a back protector, Róbert Kőnig gave a definitive answer: “A helmet can be a matter of life and death.”

Expert Calls for Stricter E-Scooter Rules
The new draft traffic regulations introduce specific rules for electric scooters and classify them into two groups based on whether they can travel at speeds of less or more than 25 kilometers per hour under their own power, but according to Dr. Kőnig, even these regulations are too lenient given the accident data from recent years.
“I would not allow the use of electric scooters at all for those under sixteen, but even eighteen is worth considering,” he stated, adding that the need for stricter regulations and an age limit of 18 had also been raised within the micromobility working group at the Institute of Transportation Sciences. He personally forwarded the recommendation of the Hungarian Society of Pediatric Traumatology, which proposes conditions significantly stricter than those in the draft, to the ministry.
He believes that it is not speed that determines the danger of the device, but the power of the electric motor.
In Germany, for example, a complex system regulates which scooters with motors of what power can be ridden on sidewalks, on which roadways, and what protective gear is mandatory for each. In Hungary, by contrast, anyone can order an electric scooter from China capable of speeds of 50, 60, or 70 kilometers per hour, and anyone and everyone can use it.
The solution is twofold: regulation and education. As part of their joint program with the Institute of Transportation Sciences, they will soon be distributing informational materials and QR code-enabled content to pediatricians so that they can raise awareness among parents and children in their own communities.
“It is important that we also protect children from the scooter challenges spreading online,” he pointed out. “This is similar to the spread of misleading health advice online, where non-experts are giving advice and exerting influence,” he warned. As he explained, the Budapest Police Headquarters has also reached out to him regarding this issue, and he will be a speaker at a children’s event in June.
