Debrecen has emerged as Hungary’s leading regional economic success story, with rapidly growing local business tax revenues putting the city ahead of several traditional economic centers.
The Local Business Tax (HIPA) has become one of the cornerstones of Hungary’s municipal financing system. In 2024, it accounted for nearly one-third of all municipal revenues and approximately 84% of local tax revenues. The tax is not paid solely by industrial companies but by virtually all businesses conducting economic activity within a municipality. As a result, HIPA is not only a key source of local government revenue but also an important indicator of the size and performance of the local economy.
According to the latest data, eastern Hungarian city’s HIPA revenue now exceeds that of several of Hungary’s traditional regional economic centers,
Dehir reported, citing an analysis by the EDC Debrecen Urban and Economic Development Center.
In the 2025 ranking, Budapest remains by far the leader, generating HUF 311.34 billion (EUR 858.3 million / EUR 1=HUF 362) in HIPA revenue, while Debrecen ranks second with HUF 38.19 billion. Győr, Székesfehérvár and Kecskemét follow in third, fourth and fifth place, respectively.

Debrecen’s current position is the result of a long-term transformation.
Between 2014 and 2025, the city’s HIPA revenue increased from HUF 10.7 billion to HUF 38.2 billion, representing growth of 257%, well above the average recorded among Hungary’s major cities.
Of the total HIPA revenue collected nationwide in 2024, 41% was generated in Budapest, while Debrecen accounted for 2.6%, giving it the second-largest share among individual municipalities after the capital. Győr followed with 2.3%, Székesfehérvár with 2.1%, and Kecskemét with 1.8%.

While total HIPA revenue primarily reflects the size of a local economy, per capita revenue provides a more comparable measure of economic performance across cities. In Debrecen, per capita HIPA revenue rose from HUF 52,000 in 2014 to nearly HUF 189,000 in 2025, moving the city from 15th to 6th place in the rankings. The increase of more than 260% was the highest among Hungary’s major cities and surpassed both the average of HUF 153,000 and Budapest’s HUF 185,000 per capita figure. In 2025, only Esztergom, Székesfehérvár, Veszprém, Győr and Kecskemét ranked ahead of Debrecen.
Per capita figures are also influenced by population changes. In Debrecen’s case, however, demographic trends did not significantly distort the results.
Between 2014 and 2025, the city’s population declined by just 1.3%, compared with an average decrease of nearly 7% across the major cities included in the analysis.
Between 2024 and 2025, Debrecen and Érd were the only two large cities to record population growth, with Debrecen’s population reaching 202,130.
Although HIPA revenues increased significantly across Hungary, Debrecen’s growth outpaced the national trend, more than tripling between 2014 and 2025. The upward trend was interrupted only temporarily by the downturn in 2020. The largest increase came after 2022, when HIPA revenue jumped from HUF 18.7 billion to HUF 28.7 billion, before exceeding HUF 38 billion by 2025. This indicates that Debrecen’s local tax base expanded at a faster pace than the national average.
