CATL’s Chinese battery factory in Debrecen (eastern Hungary) is increasing its workforce. Following the launch of trial operations for battery cell production—which followed the ongoing production of modules—the workforce will be increased from the current 2,800 to 3,300 by the end of the year, announced the Debrecen plant’s chief operating officer at a press event showcasing the facility on Thursday.
Qin Liang added that the third production line has already been launched in the module manufacturing operation, which began in 2024; since then, more than 500,000 modules have been produced, powering approximately 10,000 vehicles across Europe. Module production has generated 100 billion forints in revenue for the company to date, on which taxes were paid in Hungary, the manager noted.

The Debrecen plant is designed to meet the needs of European automakers, producing nickel-cobalt-manganese (NCM) and lithium iron phosphate (LFP) batteries, the director said, adding that the Debrecen plant ensures long-term stability, jobs, and new business opportunities for the region. Qin Liang noted that
the cell factory received its operating permit in August, fulfilled all conditions specified in the permits, and began trial production of battery cells on the first two production lines on September 22.
After making a few technical adjustments, the company will begin cell production on the other two lines as well. During the trial run, CATL’s experts will continuously monitor the equipment, the quality and safety of the products, and full compliance with regulatory requirements.
The new cell factory has a maximum annual capacity of 40 GWh, all of which has already been fully booked by customers,
they explained.
The first phase of the project has now been completed with an investment of approximately 900 billion forints (2.44 billion euros/1 euro = 368 forints), and once full capacity is reached, 4,000 people will be employed at the plant. In response to a query from MTI, however, they confirmed that the entire project is planned in three phases; the total investment of 3,000 billion forints will create jobs for 9,000 people, and the annual capacity will be 100 GWh. They added that they are open to negotiations with the government regarding the project, noting that they had an agreement for 129 billion forints in state subsidies to implement the first phase.

Shen Feng, CATL’s managing director responsible for European operations, said at the press conference that cell production began in Germany in 2022. Chinese workers initially accounted for 40 percent of the workforce, compared with 60 percent for German workers, but today 90 percent of the workforce is German. In Debrecen, Chinese and local workers currently each account for 50 percent of the workforce; according to their plans, the proportion of Hungarian workers will reach 90 percent by 2030.
Qin Liang added that they will launch a supplier campaign in October to increase the involvement of local businesses in production. He noted that they currently have more than 300 local suppliers, 80 percent of whom are from Debrecen and the surrounding region. The plant manager also addressed the Debrecen plant’s water consumption, which is a particularly sensitive issue in Debrecen. He noted that they have developed water-saving technology—specifically, a cooling tower—that drastically reduces the plant’s water requirements. As an example of water conservation,
he mentioned that in Debrecen, finished cells are cleaned with a laser rather than with water before delivery.
Thanks to the adiabatic cooling towers introduced in 2025, the plant can operate with 30 percent lower water consumption than originally planned and is capable of using graywater (treated water). They added that the plant is already capable of receiving graywater, but the local water utility is not yet able to supply it.
The company will continuously provide the authorities with information on the plant’s water and energy consumption as well as its emissions, while monitoring data will be published every two months so that the public can also access it.
