Church schools can remain open if they admit Roma children alongside non-Roma children – stated the new Minister of Education and Child Welfare, who, in an interview with Qubit, discussed how to achieve a “more balanced” student composition through cooperation between church-run and non-church-run schools. The approach is strongly reminiscent of failed American positive discrimination policies in educational establishments where ethnicity, instead of merit can play a decisive role in admissions.
As Mandiner reported, Judit Lannert spoke about the heterogeneous composition of schools in response to the reporter drawing the minister’s attention to a phenomenon, namely that some settlements proceed to open church schools, that have higher admission criteria, in order to prevent their students to have to travel to a more distant school.
To make it understandable to non-Hungarian readers, the debate implied that parents do not want their children to attend schools attended by Romani children. This, in the interviewing journalist’s opinion creates a completely segregated public school and a church school system that is meant to exclude Roma children. The left-wing journalist could not refrain from a jibe towards the previous, what she called, “Orbán-system” either, accusing it of making it too easy to open church-schools.
Kedves Lannert Judit miniszter asszony!

In response, the minister made it clear that the TISZA government “will certainly not allow this.” She pledged to create a system, where certain data can be used to make professional recommendations on whether opening a new school is justified or not, and one of these criteria will specifically be that the school has a “heterogeneous” student body. In other words, the education ministry will engage in targeted ethnic engineering to make certain schools, perceived elitists, ethnically more mixed.
Church schools can remain in operation if they, too, admit Roma children alongside non-Roma children
—the minister emphasized.
The changes raised by Judit Lannert regarding the future of church schools could affect hundreds of thousands of children. She also said that in the future, the heterogeneity of a school’s student body could be a factor in school funding and the licensing of new institutions. Incidentally, in the 2024–25 school year, 18 percent of public education—excluding vocational training—was operated by church-run institutions.
This amounts to a total of approximately 230,000 children.
In the United States, higher education institutions previously used an admissions system that took applicants’ ethnic backgrounds into account (to increase student diversity). The best-known example was Harvard University, where this practice was in place for years. However, the system faced significant criticism, and ultimately, the U.S. Supreme Court ruled it unconstitutional in 2023, leading to its abolition.
Fears are that Hungary’s new left-wing government, and its pro-LGBTQ liberal minister of education, will target well performing church schools with artificially created quotas in order to engineer and outcome that will correspond to current EU norms on equality and diversity. At the same time, there is no evidence that Hungarian schools would be disadvantaging Roma students in an way, in fact there are a number of programs and initiatives to help them catch up with their peers.
A requirements of ethnic quotas could be only the first salvo in Péter Magyar’s crusade against religious, Christian education. His choice for an education minister, who has the rainbow flag in her Facebook profile raises fears that apart from affirmative action the introduction of far-left ideologies, such as LGBTQ and trans-ideologies in the school curriculum may also be tied to future government financing and licensing of educational institutions. This would be particularly damaging for church schools.
Recent studies also show that large racial preferences in admissions place some minority students in environments where their academic preparation lags significantly behind peers. This can lead to lower grades, higher dropout rates, reduced confidence, and worse long-term outcomes than if they had attended less selective schools with better “fit.” Proponents argue this does not substantially boost overall minority success and can harm the broader system.
