The dispute over energy supplies in Central Europe has reached a new legal stage. Hungarian oil company MOL and its Slovakian subsidiary Slovnaft have filed a formal complaint against Croatian pipeline operator Janaf with the European Commission’s Directorate-General for Competition. The accusation is abuse of a monopoly-like market position and “extortionate” pricing.
After deliveries via the Druzhba pipeline through Ukraine came to a standstill on January 27, refineries in Hungary and Slovakia are now almost entirely dependent on the Adriatic pipeline. This is currently the only viable route for crude oil imports from the sea for these landlocked countries.
In a statement on Wednesday, MOL said that
supplying Hungarian and Slovakian refineries with Russian oil by sea is in line with EU and U.S. sanctions rules.
If the Druzhba pipeline were to fail, Hungary and Slovakia would be able to obtain non-sanctioned supplies by sea. This position has been confirmed by both Hungarian and Slovakian authorities and is also enshrined in the relevant EU sanctions text.
In their complaint, MOL and Slovnaft accuse the Croatian state-owned company of exploiting its key strategic position. Specifically, there are two key points:
- Denial of access: Janaf is delaying the acceptance of legal, non-sanctioned crude oil arriving from Russia and destined for Hungary and Slovakia under the pretext of “legal reviews.” MOL considers this a deliberate blockade of critical infrastructure.
- Price abuse: According to MOL, Janaf has been charging transport fees since 2022 that are three to four times the fair market price. Negotiations on a reduction have so far failed.

The unjustified denial of access violates the public interest and jeopardizes energy security in several Central European countries,
says the MOL Group’s statement.
The Croatian operator responded promptly to the accusations from Budapest. In a statement, Janaf described the complaint as an attempt to exert pressure in ongoing price negotiations. According to Janaf, Hungary’s supply is by no means at risk, as evidenced by the successful handling of eight tanker shipments in recent times.
Janaf accused the Hungarian side of merely wanting to maintain “commercial advantages from importing sanctioned Russian oil.”
The Croatian company said it was acting strictly within the framework of EU sanctions and checking every shipment for compliance. Furthermore, it noted that there was no universal “market price” for pipelines, as each system was subject to individual technical and geographical conditions.
The European Commission must now decide whether Janaf is actually abusing its dominant market position to generate excessive profits or hinder competition. If the Commission initiates urgent proceedings, the Croatian operator could face severe penalties. MOL is already reserving the right to claim damages.
