    From revolution to statehood

    For centuries, the Greek people lived under Ottoman rule. Yet even in the midst of oppression, the idea of freedom never vanished. It endured in memory, in faith, and in the collective consciousness of the population. When the revolution finally erupted in 1821, it was not driven by chaos or vengeance; rather, it sought to establish a state grounded in law, justice, and human rights.

    From the very outset, the revolutionaries recognized that their struggle extended beyond the battlefield. They needed to persuade Europe that their cause represented order, not anarchy. To achieve this, they embraced political organization. In December 1821, representatives convened at Epidaurus in what became the first free national assembly of the Greeks in over two thousand years.

    At this assembly, leaders such as Alexandros Mavrokordatos and Theodoros Negris laid the foundations of a new state. They were joined by intellectuals like Anastasios Polyzoidis and the Italian legal thinker Vincenzo Gallina, whose contributions helped shape the constitutional framework. Their work reflected the enduring influence of Enlightenment ideas, alongside the constitutional traditions of revolutionary Europe and America

    1822: The abolition of slavery in revolutionary Greece

    After weeks of deliberation, the assembly adopted the Provisional Constitution of Greece on January 1, 1822. This document did more than establish institutions. It introduced representation as a guiding principle, ensuring that authority would rest with the people rather than a monarch. At the same time, it established the separation of powers, preventing the concentration of authority in a single body. Furthermore, it safeguarded individual freedoms, laying the foundation for a state governed by law rather than privilege.

    However, one decision within this revolutionary framework stands above all others. On February 25, 1822, the Greek state abolished slavery amid the revolution. The significance of this act was extraordinary. Across the Atlantic, millions of enslaved Africans still endured brutal conditions, and European empires continued to rely on slavery in their colonies. Even nations that had begun to restrict the slave trade had not fully abolished the institution. In contrast, the Greek people, still fighting for their very survival, chose to act immediately, decisively banning slavery on their own soil. In doing so, Greece became the first country in modern Europe to abolish slavery on Greek land and, globally, the second only to Haiti.

    A constitution of freedom and principles

    This decision was neither gradual nor symbolic. It was immediate and absolute. The decree, signed by Theodoros Negris, left no room for interpretation. It declared that no human being could be bought or sold anywhere on Greek territory. It went even further by stating that any enslaved person who entered Greek territory would become free and could never be reclaimed by a master. The wording of the law reflects its clarity and determination:

    “It is forbidden, until a specific law is issued, to sell or buy human beings of either sex and of any nation throughout the Greek territory.”

    It continued with equal force:

    “Any persons who are found to be enslaved, or who may hereafter be found so, are from this moment free and cannot be claimed by their masters.”

    With these words, the revolutionaries defined the moral identity of the emerging Greek state. They did not wait for diplomatic recognition nor did they postpone justice for political convenience. Instead, they placed human freedom at the very center of their national goals.

    A calculated appeal to Europe

    At the same time, the Declaration of Independence reinforced this vision. Addressing Europe, the Greek representatives emphasized that their struggle was not a reckless uprising but a legitimate fight against tyranny. They stated clearly:

    “The Greek nation, subjected to the terrible Ottoman rule, unable to bear the heavy and unprecedented yoke of tyranny, and having cast it off with great sacrifices, today declares, through its lawful representatives gathered in a National Assembly, before God and men, its political existence and independence.”

    Through this declaration, the revolutionaries spoke directly to European governments. They carefully distanced themselves from radical movements such as the Carbonari and the Comuneros, which had alarmed monarchies across the continent, and avoided revolutionary excesses. Instead, they projected an image of moderation, legality, and political maturity.

    At the same time, they reshaped their symbols. They moved away from the emblems of the Filiki Eteria and established the blue and white flag as the national symbol. This choice reflected their desire to present a unified, legitimate, and forward-looking state. Moreover, they described their constitution as “temporary.” This decision did not reflect uncertainty. Instead, it served as a strategic move to calm the fears of the Holy Alliance and the conservative powers of Europe. By doing so, they reduced the risk of foreign intervention against their cause.

    The moral victory of the Greek Revolution

    Nevertheless, the abolition of slavery stood as the clearest expression of their principles. It revealed a commitment to universal human rights that went beyond diplomacy or strategy. While other nations hesitated, Greece acted with clarity and conviction. This carried deep historical significance and connected the Greek Revolution with the broader intellectual currents of the Enlightenment. At the same time, it transformed those ideas into concrete action, demonstrating that even in the midst of war, a nation could uphold justice and human dignity.

    Furthermore, it strengthened the moral legitimacy of the Greek struggle, communicating that the revolutionaries did not seek to replace one form of domination with another but aimed to build a society based on equality before the law and respect for every human being.

    March 25 thus marks the birth of a state that defined itself through principles as much as through resistance. The Greek Revolution was a bold statement about the kind of world its leaders wished to create. Today, this legacy remains powerful and reminds us that progress often emerges from struggle. It shows that even in moments of uncertainty, bold decisions can shape the future. Greece, in 1822, stood in a position of weakness. Yet, the goals of the Greek leaders placed it ahead of much of the world.

    During the Greek Revolution, the abolition of slavery and the steadfast commitment to human dignity stood at the forefront, securing not only Greece’s independence but also its enduring place in the history of freedom.
