Hungary’s investment promotion strategy is delivering tangible results. As István Joó, Government Commissioner and CEO of the Hungarian Investment Promotion Agency (HIPA), announced at a background briefing in Budapest, the past four years represent the most successful period in Hungarian economic history in terms of foreign direct investment (FDI).
Since HIPA was restructured in 2014, investment decisions totaling 25,000 billion forints (65.9 billion euros) have been made. Last year alone, Hungary further strengthened its position as one of Europe’s most attractive investment destinations.
Hungary’s investment promotion performance surpasses the combined results of the other Visegrád countries (the Czech Republic, Poland, and Slovakia). The government commissioner illustrated the system’s efficiency with a key figure: every forint spent on state investment incentives generates an average of 4.1 forints in direct revenue for the state budget through taxes and contributions.
The government applies a strict performance-based model. Companies must begin their investments before receiving public funds, and only projects supported by solid business plans are eligible. Loss-making ventures do not receive state support,
the HIPA CEO explained.
A central pillar of this success is Hungary’s pragmatic foreign economic policy. The country has become the EU’s leading recipient of Chinese investment. At the same time, István Joó stressed that the policy of “opening to the East” does not mean “closing to the West.”
Partnerships with the United States are developing particularly dynamically. In 2025, 16 U.S. projects worth €480 million were implemented. With the start of Donald Trump’s second presidential term, the Hungarian government expects a further significant boost in U.S. investment.
While the automotive and electronics industries remain the backbone of investment activity—creating more than 9,800 new jobs—there is a clear shift toward high technology and services.
Business Service Centers (BSCs): Over 3,200 new jobs were created in this sector.
Research and Development (R&D): The number of R&D jobs in Hungary has increased by 54.4 percent over the past decade, far exceeding the EU average of 37.5 percent.
Decentralization remains a core priority for HIPA. Over 84 percent of supported projects are implemented outside the capital, Budapest.
This year, particular focus is being placed on cities in the south (such as Pécs and Szekszárd) and the east (including Ózd and Salgótarján) to further strengthen economic balance across the country.
The coming months are expected to bring further acceleration in economic growth. Global giants such as CATL, BYD, Semcorp, and EcoPro are preparing to launch mass production in Hungary. These projects will not only significantly expand export capacity but also firmly establish Hungary as a global hub for advanced technologies, particularly in the field of electromobility.
