The Democratic Alliance of Hungarians in Romania (RMDSZ) presented its observations and recommendations in a detailed report during the visit of the Council of Europe’s advisory body to Cluj-Napoca (Kolozsvár) on Monday, April 20, kronika.ro reported. Loránt Vincze, the RMDSZ’s Member of the European Parliament, emphasized at the meeting that Romania’s official report does not accurately reflect the daily difficulties faced by the Hungarian community in exercising its minority rights.
Romania’s sixth periodic report, submitted under the Framework Convention for the Protection of National Minorities (FCNM), presents a flawless intercultural model.
At the same time, RMDSZ representatives drew attention to the fact that, in practice, administrative, legal, and institutional obstacles continue to hinder the full realization of minority rights.
Representing the RMDSZ at the meeting were MEP Loránt Vincze, Anna Horváth, Executive Vice President responsible for local governments, and Dóra Szilágyi, President of MIÉRT and Foreign Affairs Advisor. Several Transylvanian Hungarian civil society organizations were also present at the meeting.
Among the most important observations presented by the RMDSZ is that Romania continues to treat minority protection as individual rights, and the state refuses to recognize collective rights.
In her briefing, Anna Horváth stated that although the 2019 Administrative Code introduced positive elements regarding the use of the mother tongue, the proportion of Hungarians in central administration, the judiciary, and the police remains extremely low. The RMDSZ calls for a stronger presence of the Hungarian community in the Supreme Judicial Council, the courts, and the public prosecutor’s offices. When mayors attempt to hire Hungarian-speaking staff, official practices often pose an obstacle, and authorities label the requirement for bilingualism as discrimination against the Romanian majority.
Dóra Szilágyi also drew attention to the radicalization of public discourse in Romania.
Prosecutors systematically downplay or completely ignore hate crimes against the Hungarian community.
This is particularly evident at sporting events, such as soccer and hockey games. The police forces deployed usually do not intervene against anti-Hungarian manifestations.
Loránt Vincze emphasized: to this day, the independent Hungarian faculty guaranteed by law has not been established at the University of Medicine and Pharmacy (UMF) in Târgu Mureș (Marosvásárhely). The potential merger of the University of Arts (UAT), meanwhile, constitutes a direct attack on the autonomy of the Hungarian intellectual community and our institutions.
“We are talking about the rights of more than one million Hungarians. Our goal is to ensure that the standards we have committed to are fully implemented in practice. Solving the problems listed requires a much more flexible and inclusive approach so that the rights guaranteed in the Framework Convention are fully realized in practice,” said Loránt Vincze following the meeting.
