Semmelweis University is establishing a unified system for palliative and hospice care to comprehensively support seriously ill, terminally ill, and advanced-stage children and adults, as well as their family members, announced Béla Merkely, the rector of the institution, on Thursday in Budapest.
At the program’s presentation in the Semmelweis Salon, the rector emphasized that the new model integrates clinical, outpatient, and home care, so that patients receive the necessary support wherever it is safest for them and their families—whether in the hospital or at home.
Béla Merkely recalled the words of Pope John Paul II, who said that a society can be judged by how it treats its weakest members. He added that people at the end of life are among the most vulnerable, which is why supporting seriously ill patients and their families is particularly important. The rector highlighted that palliative and hospice care in Hungary has already been practiced for years, primarily through hospice institutions and civil service providers.
However, at Semmelweis University, a fully integrated model program is now being created for the first time within the university hospital, connecting hospital, outpatient, and home care in a unified system.
The multidisciplinary palliative care will be available for approximately 900 seriously ill adults and around 1,000 seriously ill children and their families.
He also noted that the program is being implemented with the support of the Hungarian government and the Swiss-Hungarian Cooperation Program.

Gábor Szarvas, a specialist at the Children’s Clinic and operational head of the pediatric palliative care team, emphasized that chronically and seriously ill children often require complex care despite modern medical capabilities, in which the palliative approach is crucial. Worldwide, about 20 million children need palliative care, but only a fraction actually receive it.
The goal of pediatric palliative care is to support children and their families from the time of diagnosis, taking into account their physical, emotional, and social needs, and to prevent or alleviate symptoms that cause suffering.
As part of the program, a mobile palliative team will operate within the clinic, outpatient care will be expanded, and palliative medical support will also be provided in inpatient care. Services will be available across several departments of the Children’s Clinic.
Attila Szabó, deputy clinical rector of Semmelweis University, stressed that the aim of palliative medicine is also to ensure organized and professionally sound care while integrating the gained experience into research and teaching. Within the program, protocols and guidelines will be developed that can be applied nationally and even internationally in the future, serving as a model for other institutions, the rector said.
