The claim repeatedly made by the TISZA government over the past several weeks—that it has secured EU funds for Hungary and fulfilled all of Brussels’ requirements—is not true. In response to an inquiry from Magyar Nemzet, the European Commission issued an official reply refuting the government’s statements.
When asked whether the funds frozen under the Recovery and Resilience Facility (RRF) had in fact been released and already transferred to Hungary, the European Commission replied with a single word: No, that has not yet happened.
According to a spokesperson in Brussels, Hungary has yet to submit its official disbursement request,
for which member states have until September 30, 2026, under the law. This means that the government is declaring victory and talking about the arrival of the funds even though it has not yet submitted the official request, which sets the disbursement process in motion, to the Brussels bureaucracy.

The TISZA government’s claim that the European Commission had already confirmed compliance with the conditions was also refuted. When asked whether Brussels had confirmed full compliance with the “super milestones” and the rule-of-law conditions, the European Commission replied:
As part of the payment request that Hungary is expected to submit in September, it will officially assess compliance with all “super milestones.”
This means that there is not even an approved document on Ursula von der Leyen’s desk or that of her staff yet, and that the actual review process has not even begun. Brussels will only begin its review and assessment once the government submits the documentation. Until then, all government statements are merely politically motivated communications.
Fact
To understand why the TISZA government is not telling the truth, one must consider how the RRF works. EU funds are not disbursed automatically, but rather as part of an extremely bureaucratic, multi-stage review process.
- Implementation of reforms and investments: Member states must first put the promised reforms into practice. Member states, including Hungary, were required to complete all their reforms and investments by August 31.
- Submission of the final payment request: After the deadline passes, governments must compile all supporting documents, invoices, legislative changes, and evidence. They must submit these to the Commission in an official package in the form of the final payment request by September 30, 2026.
- Official assessment by the European Commission: Once the request is received, the Commission’s own timeline begins in Brussels. Experts review the documents point by point, verifying public tenders, legal compliance, and fulfillment of the super-milestones. This review takes months.
- Actual payment: The funds can be transferred only after a positive evaluation by the Commission—and approval by the Council, which is composed of the finance ministers of the member states.
The European Commission’s response also provided a clear answer to the question of the final deadline for this process:
The Commission will make all approved payments by December 31, 2026.
Since the government is not expected to submit the documents until the end of September, Brussels has several months to review them in accordance with the regulations. Should the Commission identify errors or deficiencies in the fulfillment of the super milestones it could request additional documentation, potentially further delaying the process. The legal and administrative deadline for this process is December 31, 2026. Later, Magyar Nemzet learned from a source that while the payment deadline cannot officially be extended, compliance with the requirements in Hungary can still be delayed by several months through various legal loopholes. This means that the funds, which the TISZA government is already treating as having been brought home, may in fact remain in Brussels for months to come—perhaps even forever, if Brussels so desires.
The TISZA government has thus misled the Hungarian public for political reasons.
No funds were returned to Hungary, since the transfers never took place, and there has been no confirmation that all requirements have been met, as the review in Brussels has not even begun. In contrast, on Monday in Slovenia, the prime minister stated that negotiations regarding the 16.4 billion euros in Hungarian EU funds—which had been frozen for three to four years—were proceeding smoothly and that the funds had been secured in a single day; he also signaled to Ursula von der Leyen that he would return to the matter later.
