The European Union’s integrated project to improve air quality has come to an end: HungAIRy supported the implementation of air quality plans and efforts to reduce air pollution in eight regions and ten municipalities across Hungary.
Launched in 2019, the LIFE IP HungAIRy project had a budget of HUF 5 billion (EUR 13.6 million), with 60% funded by the European Union’s LIFE program and the remaining 40% provided through state funding.
The program involved Békéscsaba, Budapest, Debrecen, Eger, Kaposvár, Karcag, Miskolc, Pécs, Szolnok, and Tatabánya. According to a summary of the project’s results, the project’s coordinating beneficiary over its eight-year duration was HungaroMet, Hungary’s meteorological service. Improving air quality is a complex task, as it requires coordinated efforts across numerous areas, ranging from accurate measurement and modelling data to municipal measures and raising public awareness, the project partners said.
They added that one of the project’s most important achievements was the establishment of an eco-manager network.
By the end of the project, 19 eco-managers were working across the ten partner municipalities and two municipal companies, helping to implement local air quality measures.
Eco-managers serve as a link between municipalities, residents, and professional organizations. They help implement and review air quality plans, organize public awareness programs, and support municipalities in making environmental decisions. The network is coordinated by the Eco-Manager Knowledge Center operating within HungaroMet. Through training, professional consultations, and a digital knowledge base, the center provides eco-managers with a consistent professional framework and promotes the sharing of best practices nationwide.
One of HungaroMet’s key responsibilities under the project was the development of the air quality monitoring network. The ‘K-puszta’ background pollution monitoring station near Kecskemét-Méntelek was modernized, while new automatic monitoring stations were established in Békéscsaba and Kaposvár.
The stations continuously measure concentrations of the main air pollutants—including ozone, nitrogen oxides, sulphur dioxide, carbon monoxide and particulate matter—as well as meteorological parameters. The developments expanded the nationwide coverage of reliable air quality data, supporting the long-term assessment of air quality in Hungary.
As part of the HungAIRy project, the Belgian research institute VITO adapted the ATMO-Plan decision-support application to Hungarian conditions. The tool can be used to model in advance the expected air quality impacts of measures targeting transport and residential heating, thereby supporting evidence-based decision-making by municipalities.
HungaroMet was also responsible for supporting cooperation among project partners, with training sessions and professional and coordination meetings providing opportunities to exchange experiences. To raise public awareness, the project reached residents through events, providing information and practical advice primarily on protecting air quality and adopting environmentally conscious lifestyles. Nationwide awareness campaigns were also organized.
Representative nationwide surveys were conducted as part of HungAIRy to assess public knowledge and attitudes regarding air quality. According to the 2026 survey, nearly half of respondents believe that air quality in their area has improved over the past ten years, while many continue to regard air pollution as a significant environmental challenge.
At professional events, HungAIRy shared best practices in areas including transport, residential heating, green spaces, and other air quality improvement measures, helping municipalities plan and implement local measures.
International exchange of experience and knowledge also plays an important role in improving air quality. HungAIRy therefore built an extensive professional network in which Hungarian, Slovak, Polish, and Slovenian partners worked together to develop air quality planning and emissions-reduction measures.
HungAIRy’s legacy lies not only in the infrastructure and tools it developed, but also in the knowledge and cooperation established through the project—resources that will continue to support Hungary’s efforts to protect and improve air quality after the project’s completion.
