Illinois’ cannabis industry saw a big drop in sales numbers over the last year, but it’s not because demand or product sales dropped, a new state report shows.
According to the report released by the Illinois Department of Financial and Professional Regulation’s Cannabis Regulation and Oversight Office, total dispensary sales dropped to about $1.5 billion in fiscal year 2026.
That’s down from nearly $2 billion in sales in 2025.
But that downward financial shift came despite an uptick in demand. Monthly sales figures show more than 5 million adult-use cannabis items sold in July 2026, marking a record high. August sales totaled nearly 4.9 million adult-use items, a 9% increase in items sold compared to last year.
According to the oversight office, there are more dispensaries, and the product is more accessible, so the number of items sold is still going up.
But the industry still saw its gross revenues slide, the report said, because of a growing supply of legal cannabis in the market that has caused prices to drop and because of frequent promotional sales by dispensaries.
The hit to the state treasury has been less severe.
Cannabis taxes generated more than $456 million in tax revenue for the state, slightly down from last year’s $474 million, according to the Illinois Department of Revenue.
The report also shows a slight increase in licensed dispensaries, with 29 new licenses issued this year.
The new financial numbers from the state come after the Illinois Hemp Act took effect in June. The law, which passed out of the General Assembly during this year’s spring legislative session, imposed new safeguards to keep hemp and cannabis products out of the hands of minors.
It also allows more dispensaries to opt-in on selling medical-use cannabis, permitting telehealth-verified patients access to cannabis and allowing dispensaries to use curbside and drive-through sales methods.
Cannabis Regulation Oversight Officer Erin Johnson said the newly released report helps identify issues in regulation.
“The data collected this year is a snapshot of cannabis regulation just as we begin to see the impact from last legislative session’s important reforms,” she said.
In addition to opening pathways for dispensaries to supply medical cannabis, the Illinois Hemp Act created new mandatory licensing and standards for CBD manufacturers, and a pathway for hemp businesses entering the licensed cannabis market.
And dispensary operators can have license renewal fees waived or reduced based on how much they make.
Johnson said the law is already positively affecting the Illinois cannabis market by allowing all dispensaries to serve medical patients, modernizing possession limits, and reducing the regulatory burden on cannabis businesses.
