A new grocery store, possibly a Publix, may be coming to Dumfries – but it will have to wait until at least Tuesday after September public hearings for the development were halted with a motion to adjourn.
The Dumfries Town Council on Sept. 15 considered a rezoning for 17439 and 17471 Old Stage Coach Road and several conditional use permits for a grocer-anchored development. The applicant, North Carolina-based Bridgeline Development, got the rezoning they requested, changing the property from limited industrial to general business district, but the conditional use permits will be considered again at the council’s Oct. 6 meeting.
The proposal, for which conditional use permits will be considered Tuesday, calls for a 50,325-square-foot grocery store, drive-thru pharmacy, outdoor dining area, 6,700 square feet of additional retail and parking and site improvements.
Bridgeline Development has developed Publix grocery stores in the past, as first reported by the Washington Business Journal. The Business Journal noted the 50,325-square-feet figure tracks as the same size of Publix stores in several states, including the first Prince William, now under construction at Ashland Square outside Manassas.
After extensive discussion on Sept. 15, Vice Mayor Monaé Nickerson moved to adjourn the meeting before voting on any of the proposals before the council. The measure failed, and the public hearing on the rezoning opened – but after it closed, Chair Pro Tem Selonia Miles immediately moved to adjourn again.
After a complicated back-and-forth with Town Attorney Sandra Robinson about the semantics of withdrawing and what it would mean for the remaining public hearings, Miles withdrew her motion and called for a brief recess to talk things over with Robinson and the council.
When they returned, Council Member Russell Young moved to approve the rezoning, a measure that passed unanimously. Then Miles – again – moved to adjourn, this time securing the necessary votes to do so, with only Mayor Derrick Wood dissenting.
In a Friday phone call with InsideNova, Wood said he had “no idea” why Nickerson or Miles moved to adjourn.
“We were in the middle of doing business,” Wood said, adding that he felt the council should have finished the work on the agenda.
Nickerson told InsideNoVa her motion to adjourn was simply because of the late hour.
“After more than an hour of proclamations and ceremonies, followed by an extended discussion regarding the proposed development, I believed the remaining business warranted consideration with fresh and focused minds,” Nickerson said. “Decisions of this significance to our community deserve thoughtful deliberation and sound judgment.”
She said attempts at ending the meeting were not an indication of opposition to the proposed development.
“I spoke with the grocer afterward to make that clear and expressed my support for their interest in becoming part of the Dumfries community,” Nickerson added.
Noah Klein, a Venable LLP land use attorney working with Bridgeline, said during the September meeting the project has been “seven or eight months” in the making.
“This is a pretty significant, highly-visible gateway location for the town of Dumfries – this is a Dumfries-specific project that we’re happy to bring,” Klein told Town Council Sept. 15. “It fills what we understand to be a pretty critical need. We heard it earlier tonight, we’ve heard it at the community meeting, we’ve seen it referenced in economic studies that have been produced … the need for a grocer.”
The 15-acre site has served as a former auto salvage yard and construction staging area near Richmond Highway and Potomac Shores Parkway. The property is in need of “significant redevelopment,” Klein said.
Bridgeline is purchasing the property from four parties: the town, the Virginia Department of Transportation, HS Route One LLC and MGB Properties VII LLC.
According to a town staff report, the project would generate about 200 jobs and help revitalize the corridor. Staff recommended the rezoning.
