Viktor Petrushevski, Zoran Zaev’s former advisor on local self-government, is part of a developing scandal published in the media in Kosovo about the alleged connection of Fatmir Seholi, a well-known political analyst, with the Serbian Security and Information Agency (BIA), MKD.mk reported.
On August 25, the Special Prosecution Office of Kosovo filed charges of espionage and blackmail against Fatmir Seholi. Seholi is a media worker during the Milosevic period, a man with recognized experience in Serbian security structures, an official/advisor and activist for interethnic relations in Kosovo, and a well-known television political analyst.
According to the allegations of the Special Prosecution, on December 20 and 21, 2024, Seholi communicated with Petrushevski via WhatsApp, and from the communications, according to the indictment, it follows that he took steps to organize a physical meeting with Bojan Dimić, a man from the BIA.
In a communication dated December 22, 2024, according to the published parts of the indictment, Seholi addressed Petrusevski with a message that he should be prepared to give answers to the person he would be talking to.
The prosecution claims that on December 25, 2024, the meeting took place. In the communications from that day, according to the indictment, Šeholi told Petrusevski that he was at the restaurant, and then sent him the phone number that investigators determined was used by Bojan Dimic.
The Kosovo prosecution identifies Dimic as a BIA officer, and other Kosovo sources list him as the director of the Directorate for Combating Terrorism and International Organized Crime within the Serbian service.
Another count of the indictment links the “Viktor Makedonija” contact to Petrusevski. According to the indictment, on August 5, 2025, Seholi sent a document marked “Top Secret 2” to a person listed as “Viktor Makedonija.”
Kosovo media write that the document contained an alleged political and strategic plan related to the spread of Islamic radicalism in Kosovo and the region. It talks about the construction and expansion of religious buildings and the creation of networks with influence in sports, media, music and politics.
According to the prosecution, the document was part of the broader material that was supposed to show what information and documents Sheholi exchanged with people connected to Serbian security structures.
Petrushevski told Alsat TV that he talked to Sheholi about business and that he did not know about his alleged connection to Serbian services.
Petrushevski’s name also appears in the materials in the context of a person registered in Seholi’s phone as “Viktor Makedonija”. According to Kosovo media, it is precisely the coincidence of this name with the later mention of Viktor Petrushevski in the prosecution materials that is the reason why they identify the person as Petrushevski.
He rejects all information about his alleged connection to any intelligence network. “I met Fatmir 2-3 years ago at a meeting where he was also present. He introduced himself to me then as the director of an institute. After a certain period of time, we began to communicate about political and economic developments in the region,” Petrusevski told “Alsat”.
According to his testimony, Seholi later became more interested in his business activities, especially during the period when the topic of coal was current. Petrusevski says that Seholi told him that he had strong connections in Serbia and could connect him with people who could help him in his business.
“He sent me the contact number of a person from Serbia. When I found out who it was and that he had nothing to do with this business, I decided never to contact him,” Petrusevski said.
He adds that Seholi also recommended contact with several other people, with whom, as he says, he had a brief meeting, but did not continue communication with them.
A completely different picture emerges from the prosecution materials. The Kosovo Special Prosecution Office filed charges against Fatmir Sekoli on August 25 for two crimes – espionage and blackmail.
According to the indictment, Seholi was recruited by the Serbian BIA and, until his arrest in October 2025, acted on orders and assignments from officers of this agency. The prosecution claims that he collected and transmitted data, information and documents related to political activities, the security situation and the functioning of the institutions of Kosovo.
Seholi is also accused of blackmailing a person from Kosovo, from whom, according to the indictment, he demanded more than 13,000 euros. The case is before the Basic Court in Pristina, and the first hearing is scheduled for September 7.
Petrusevski was the director of AD Aerodromski Uslugi, and in January 2021 he was appointed advisor to Prime Minister Zoran Zaev for local self-government. In current Kosovo reports, Petrusevski is described as a businessman from Macedonia. Alsat reported that today he is engaged in business in the field of oil derivatives and construction. The television, citing its own checks, states that there is only one official criminal record in his file.
