As long as Hungary has a national government, we will not implement the Migration Pact, Prime Minister Viktor Orbán reiterated in a Facebook post on Wednesday, after the European Commission announced plans to set up a so-called solidarity fund that provides for the resettlement of migrants.
Member States classified by the European Commission as “under migration pressure” in its first annual report on asylum and migration published on Tuesday, are to “benefit from the solidarity of other EU member states” in 2026, which may take the form of the relocation of asylum seekers to their territory or financial contributions, as reported by Euronews.
Along with this assessment, the Commission has proposed to the 27 EU Member States that they establish a one-year solidarity fund, a mechanism that sets the total number of asylum seekers to be relocated and the amount that each country must distribute or compensate through payments.
Each Member State — with the exception of those facing migratory pressure — must contribute in proportion to its population and total GDP,
and can choose from three options to meet the requirements set out in the solidarity fund: the relocation of a certain number of asylum seekers to its own territory, the payment of €20,000 for each person not relocated, or the financing of operational support in Member States facing migratory pressure. Based on the report, Hungary is not among the countries facing migratory pressure.

András László, Member of the European Parliament (EP) for the Fidesz party, stated during the debate in Brussels that the EU is only one step away from reintroducing the migrant redistribution system, a system that, as he recalled, had already “failed miserably” eight years ago.

he emphasized, recalling that Hungary had erected a border fence and stopped illegal immigrants, whereupon the European Commission imposed a fine of €200 million on Hungary and a daily penalty payment of €1 million.
The EU Commission would now call the relocation system a solidarity fund, but Europeans could not be fooled, the politician stressed. Europeans want to stop illegal immigration and send back those who are here illegally, the Fidesz MP added in his speech.
Barna Pál Zsigmond, State Secretary of the Ministry of EU Affairs, emphasized at a joint press conference with György Bakondi, the Prime Minister’s chief advisor on internal security, that the Commission’s latest migration and asylum report makes it clear that Brussels does not want to stop illegal immigration, but rather to organize the settlement of migrants.
The current Brussels report ignores Hungary’s efforts, even though our country has been protecting the Schengen borders with its own resources and efforts for 15 years. The European Commission does not support us in this work, but instead imposes penalties, despite Hungary’s efforts,”
he argued.
Brussels continues to talk about quotas, redistribution, and solidarity funds, while it is unable to stop illegal migration. He also pointed out that the tragic events of recent months in Europe show that there is a link between immigration and terrorist acts, and that migration and the threat of terrorism now “go hand in hand.”
Bakondi made it clear that public safety in Hungary is stable and that there are no crime waves linked to illegal migrants.
He pointed out that according to the European Commission’s report, four countries are under migration pressure and have access to the Solidarity Fund, but Hungary is not one of them. He recalled that Hungary not only protects its own borders, but also contributes to the surveillance of the Schengen external borders in other regions.
Since 2015, more than 1.1 million illegal border crossings have been prevented at Hungary’s borders.
By mid-November 2024, 4,989 illegal border crossers had been apprehended, compared to 11,676 in the same period this year, Bakondi explained, adding that 2,939 people had been granted international protection in recent years, which means that Hungary objectively examines asylum applications submitted abroad.
So far this year, 85 human traffickers have been arrested, with a total of 6,709 since 2015, he continued, noting that since February 2022, 1.46 million people who fled Ukraine have received assistance.
Hungary continues to defend its borders and insist on its sovereignty, Bakondi summarized.

Prime Minister Viktor Orbán wrote in a post on X: “Brussels has given the order. The Migration Pact will be activated.” He emphasized that as long as Hungary has a national government, it will not implement the Migration Pact.
Ceterum censeo: We will not accept migrants and we will not pay a single forint for them!”
