A cross-border scandal involving large-scale Ukrainian cash transports has put security authorities on high alert. While in Hungary in early March, seven Ukrainian citizens—including a former intelligence general—were apprehended for transporting $40 million, €35 million, and 9 kilograms of gold from Austria through Hungary to Ukraine in two armored vehicles, leaked documents from Romania now reveal the alleged system behind these shadow flows.
The allegations made by Romanian investigative journalist Iosefina Pascal are serious. They document an organized structure in which dozens of Ukrainian passengers on scheduled flights to Istanbul carried large amounts of undocumented cash. The sums per person reach dizzying heights.

According to the official customs records that Iosefina Pascal published on X, over eight to ten million dollars were recorded in just a few days in February 2025. The list of passengers reads like a logbook of organized couriers:
Holban Nadiia: $284,500 (Flight TAROM RO261)
Dmytro Gavryliuk: $255,000 (Flight RO261)
Natalia & Pavlo Shtokailo: approx. $280,000 to $284,000.
On flights operated by Turkish Airlines (TK1040, TK1044, TK1046) and Pegasus (PC362), sums ranging from 290,000 to over 570,000 USD per person were documented, the journalist reports.
In the records, the source of the money was almost exclusively listed as simply “afaceri” (business) or “castiguri” (earnings)—without any supporting documentation. Although customs authorities recorded the amounts, they allowed the individuals to pass unimpeded, she adds in her post.
The publication of these documents in the RTV media has already had personnel consequences, Iosefina Pascal announced. Bogdan Stan, head of the National Office for the Prevention and Combating of Money Laundering, and his deputy were dismissed. Sources in the media sector claim that this group is said to have laundered more than $2 billion through Romania within a year. It is also striking that the largest amounts of cash coincided with the presidential elections in Romania.

The Romanian journalist describes a sophisticated logistical system that bypasses the strictly monitored Ukrainian airports:
Land route: Armored convoys transport the cash across the green border into Romania or Hungary.
Distribution: In the Bucharest area, the money is divided into smaller, “manageable” bundles (between $250,000 and $570,000).
Air transfer: Coordinated groups or families board commercial flights from Bucharest (OTP) to Istanbul (IST) to move the money out of the EU.
As early as the beginning of March, Pascal caused a stir with a video. In it, employees of a Romanian cash-in-transit company report non-stop deliveries since the start of the war in Ukraine. “Huge cash payments, truck after truck, year after year. Billions in physical cash,” said the Romanian journalist.
These revelations shed new light on recent events in our country. The Hungarian National Tax and Customs Administration (NAV) announced in March that, in the current year alone, over $900 million, 420 million euros, and 146 kilograms of gold bars have already been moved through Hungarian territory into Ukraine.
According to Pascal, $1.3 billion was moved through Hungary alone within two months—the estimated unreported figure for Romania is likely to be many times higher.
While Romania is responding with personnel changes in customs leadership, Hungary is demanding answers to the question of whose interests these enormous sums are actually serving.
Pascal poses the crucial questions that are now likely to preoccupy international politics: What is the source of these billions? Why is so much physical cash being moved? And who ultimately benefits from this massive capital outflow? While investigations are already underway in Hungary, the Romanian journalist hinted as early as March that this was only the beginning. A second set of witness testimonies is expected to “shake up” the Romanian government. It remains to be seen how European justice will respond to this evidence of a coordinated shadow economy.
