DC residents react to shooting that injured National Guard member
A D.C. business has been temporarily shut down after police said a National Guard member was shot there late Sunday night.
D.C. police posted a notice of closure on the windows of Cafe 8, a restaurant and bar, Monday night, a day after the shooting took place on Barracks Row on 8th Street Southeast.
According to the bright orange notice, interim police chief Jeffery Carroll initiated the closure under the Emergency Suspension of Liquor Licenses Act of 2005 for a period “not to exceed 96 hours,” subject to a hearing and review with the Alcoholic Beverage and Cannabis Administration, or the ABCA.
WTOP’s news partner, 7News, which photographed the notice, said it did not state when the closure period would start or when a hearing would take place.

The closure comes after D.C. Council member Charles Allen, who represents Ward 6, called for the temporary shutdown for the business. He said the shooting of a National Guard member was the latest in a string of problems tied to Cafe 8.
Allen also said neighbors and business owners have been raising concerns about violence and other issues around the establishment for some time. “My other businesses on the corridor are sick and tired of it. My residents are sick and tired of it,” he told reporters Monday.
Allen said D.C. police have spent considerable time and resources responding to problems he said were connected to the business. Prior to the closure, he urged the ABCA to consider a 96-hour emergency shutdown while the shooting is investigated.
“I have seen that used in the past when you got a clear public safety hazard at an establishment,” Allen said, adding: “It’s a very serious act because you are closing a business for 96 hours, but it is warranted when you see the risk to public safety, and I think that’s what we see here.”
The ABCA board next meets on Wednesday.
“We had two people shot now. We need to see action,” he said.
Neighboring businesses affected
The owners of two nearby businesses said they have felt the impact, but also expressed sympathy for Cafe 8’s owner.
The owner of Anatolia Smoke Shop spent Monday morning cleaning up shattered glass from his storefront door, which was broken during the chaos Sunday night. The owner, who did not want to be identified, said activity next door has twice led to damage at his business in the past eight months. At the same time, he said he sympathizes with the café’s owner and does not want to see the business forced to close for 96 hours.
Tracy Salon owner Tracy McGuire said she wasn’t surprised by what happened, and that she would like to see a greater police presence in the area. “It can be loud and rough sometimes at night,” McGuire told WTOP. She said the business appears to make an effort to keep things under control, but late-night gatherings can still attract problems. “They try to keep it, you know, peaceful as they can. But, but it’s, you know, it’s a hang, so it’s gonna draw that, I guess,” McGuire said.
A sign posted outside Cafe 8 asks patrons to keep noise down when leaving and avoid disturbing nearby residents. No one was at the restaurant when WTOP was at the scene, and phone calls were not answered.
